Under the existing rules, the European Commission President is nominated by the European Council (EU Heads of State and Government). This nomination is then subject to approval by the European Parliament. If the Lisbon Treaty is ratified by all EU Member States, the European Council will in future have to take into account the outcome of the European elections when making its nomination.
